When a recreational league is part of a federated ecosystem, most governance problems aren’t about “bad rules”—they’re about conflicting rules, unclear authority, and inconsistent application across levels (National → Section → District → Local). Tier 2 is a deeper governance audit that reviews your internal documents and evaluates alignment and conflicts against the higher authority chain.
This is not a “dump everything you’re missing” report. Tier 2 focuses on identified issues—misalignments, contradictions, outdated provisions, unclear decision rights, and grievance/appeals weaknesses that create repeat disputes.
